Rural Development

Rural India which encompasses three fourths of the Country's population is Characterized by low income levels, inadequate to ensure a quality of life compatible with physical well being. The Ministry of Rural Development, spearheading the frontal attack on rural poverty, through its various programmes endeavored to reach out to the last and most disadvantaged sections of society, provide them with avenues of employment, be it self-employment or wage-employment, and to improve infrastructure relating to their life support systems. To strengthen the panchayti Raj Institution, Government has merged DRDAs into Zila Parishad since 30th August' 2003. Following Schemes are running by the Zila Parishad, Baran for the rural development in the district.

Swarnjayanti Gram Swarozgar Yojna (SGSY):

This scheme is being implemented since 1999. The objective of the Scheme is to provide assistance to BPL families to bring them above the poverty line.  This objective is achieved by forming  Self Help Groups(SHGs) from the rural people through the process of credit mobilisation, their training and capacity building and by providing  income generating assets. Key activities for group mobilisation selected in the district are dairy, animal husbandary, minor irrigation, poultry, piggery, Chakri dance group, leather, Tendu leaves, bamboo products, readymade cloths, fishries, bee keeping, goat groups, bricks products etc. 

SYSY special project under this scheme is implemented in the district to strengthen infrastructural facilities. Under the scheme 129 anicuts amounting about 11.65 crore are being constructed in the district.

Indira Awaas Yojna (IAY):

The scheme is being implemented since 1993. The main objective of the scheme is to provide home for SC, ST, bonded labours and other poor people of BPL families.

Credit-Cum-Subsidy Scheme for Rural Housing:

The scheme is being implemented since 1999-2000. This is the sub scheme of Indira Awaas Yojna. The main objective of the scheme is to provide subsidy for the rural poor having annual income less than Rs. 32000. Maximum amount of subsidy is Rs.10,000.

Prime Minister Gramuday Yojna (PMGY):

The scheme is being implemented since 2000-2001. The main objective of the scheme is the sensible development of villages by constructing roads drainage systems, afforestation, drinking water and rural house.

Drought Prone Area Programme(DPAP):

The scheme is being implemnted in two blocks of the district namely Shahabad & Chhabra. The main objectives of the scheme are:

* To minimise the adverse effects of drought on the production of crops, livestock and productivity of land, water and human resources for drought proofing of the affected areas

* To promote the overall economic development and improve the socio-economic conditions of the poor and disadvantaged sections inhabiting the programme areas.

* To take up development works by watershed approach for land development, water resource development and afforestation/pasture development.

MP Local Area Development (MPLAD):

The scheme is being implemented since 1993-94 to provide infrastructural facilities and social development of the parliamentary constituency as per the recommendations of concerning MP. Area of the district has been devided into two parliamentry constituencies viz. Kota & Jhalawar.

MLA Local Area Development (MLALAD):

The scheme is being implemented since 1999-2000 to provide infrastructural facilities and social development of the assembly constituency as per the recommendations of concerning MLA. Area of the district has been devided into four assembly constituencies viz. Baran, Kishanganj, Atru & Chhabra. Rs. 60 lacs is aloted to each MLA annualy for the development of his assembly constituency.

Samporna Gramin Rozgar Yojna (SGRY):

The main objective of the scheme is  to provide additional wage employment in all rural areas and thereby provide food security and improve nutritional levels. The secondary objective is the creation of durable community, social and economic assets and infrastructural development in rural areas.

Women & Child Development

Integrated Child Development Programme(ICDS)

The objective of this programme is to improve health & supplementary nutritional status, immunization, health checkups of mothers (both Pregnant & Lactating) and children below six years. In this programme, children of 0-6 years age, mothers(pregnant & lactating) and kishori balika of age group 11-18 years are being benefited through Anganbari Centres(AWC) in the district. Babymix is provided to children of 7 months to 3 years. Murmure(Salti/Sweetens) are provided to children of age 3-6 years, pregnant & lactating mothers and kishori Balika. This scheme also prepare children in the age group of 3 to 6 years by providing pre-school education and educating women in supplementary nutrition and health. In this programme, four projects are running in  Chhabra, Kishanganj, Shahabad & Baran panchayat samitis. Besides this world bank funded 3 more projects are running in Anta, Atru & Chhipabarod panchayat samitis. Supplementary nutrition is provided in all the projects.

The main aim of this scheme is to develop the mental and social status of below 6 years children and to reduce the incidence of mortality, morbidity, malnutrition and school drop-out. Also to enhance the capability of the mother to look after the normal health and nutritional needs of the child through proper nutrition and health education.

Women Development Programme

Mainly three schemes are operational for the awareness and self-dependency of the women in the district.

[a] Self help group: For the self-dependency of the women, a group of 10-15 women is formed and they are motivated for savings. The money inturn is used for the necessity of casual loans & productivity of the members. Loans are also provided from banks for self-employment. There are total 648 Self help group in Baran district.

[b]Grants on Group marriage: For the encouragement of mass marriage, grants is provided to the institutions for organising mass marriage ceremonies for minimum 10 pairs. Grants of 1000/- per pair is provided. Maximum of Rs. 50,000/- grant is payable to a single institution.

[c] Women Help Committee: Harassed women are provided advise and immediate relief through women help committee.

District Poverty Initiative Project (DPIP)

District Baran is the poorest district in Rajasthan. More than 70% families are Below Poverty Line (BPL) out of which 40% are Schedule Caste/Schedule Tribe. In the year 2000-2001, state government has started a new scheme, District Poverty Initiative Project(DPIP) in the seven districts of the state namely Baran, Churu, Dausa, Dholpur, Jhalawar, Rajasamand, & Tonk with the help of World Bank. The scheme period is from July' 2000 to December' 2006. The main reason for the poverty in the Baran district is due to:

[1] Personal/castism poverty
[2] Regional facilities related poverty
[3] Availability of resources related poverty

The scheme objectives are to mobilise the poor in the rural areas and build-up their capacities & utilisation of the available resources On the basis of priorities of poor.

In this way this scheme will be implemenetd in the 1070 villages of the 7 panchayat samitis of the district.

Governing Council:
This is the 21 members committee headed by honorable minister of rural development as a president. Two-third members of this committee are non-government. State Project Director, DPIP is the member-secretary. The administrative department is rural development department. This committee takes all the decision related to this project.

Empowered Committee: This is the secretary level committee. This committee coordinates between various executive offices.

State Project Management Unit: This committee is headed by State project director and under rural development department. This committee ensures the planned implementation of the project.

District Project Coordination Committee: This committee is headed by District Collector and District project Manager is the member secretary of this committee. This committee works for the implementation, progress & monitoring of the project at district level.

Sanctioning Committee: For the approval of sub-projects under Rs. 3 lacs, the power is deligated to District Project Manager(DPM), DPIP. For the approval of amount over 3 lacs to 13.5 lacs, the sanctioning power is given to District Collector and for above 13.5 lacs, the sanctioning power is given to SPMU, Jaipur.

This unit is headed by District project Manager and works as per the directions of District Collector & SPMU, Jaipur.

Scheme Implementation Arrangements

For the implementation of programme, different NGOs are being selected by the SPMU for a cluster of villages. They helps in the implementation of scheme in district and village level. They will appoint Block Coordinator and Community facilitator(one over 3 villages). Community facilitator will constitute Common Interest Group(CIG) with the BPL families which have common economical and social conditions and which are ready to take common works. The no. of members in the CIG will be 10 to 19. After selection of activity, the CIG will contribute atleast 10% contribution as cash, material or labour and 90% grant will be provided through the project. For the Dairy work, atleast 20% contribution is required for cattle pruchising by beneficiaries and remaining 80% will be provided as a grant. The proposal will be send to District Project management Unit where it will be examined according to the prescribed criteria.

Wooden, leather, agriculture, forest produces, fruits, vegetables, dairy, maintenance, sewing, stiching, Pickles etc.

Land related Activities: Watershed development, Anicut, Pond construction and Maintenance, Forestry/Nursery development, Dense forest development,  Barren land development, wells for small irrigation & tubewell constructions.
